Safe and shrewd to thaw frozen seafood, take out 1/3, refreeze remaining 2/3, take out second portion of 1/3, refreeze remaining 1/3?
My parents eat this FROZEN lobster meat from Maine weekly. Each plastic bag of frozen lobster lasts 3 servings for them. But they're too lazy to put 1/3 of the frozen lobster meat into, then freezing, 3 separate bags. Here's their workaround.
Let's postulate that they freeze the new bag of frozen lobster meat right after purchase. When they want to eat the lobster meat, for their first serving, they'll thaw the plastic bag in the fridge. They'll take out 1/3 to eat, and put the plastic bag with 2/3's of lobster meat back in the freezer.
For serving #2, they repeat this process. They'll defrost the plastic bag, now with 2/3's of lobster meat, in the fridge. They'll take out 1/3 to eat, and put the plastic bag with 1/3 of lobster meat back in the freezer. Etc...

Even if this is safe, is this canny? Does the repeated refreezing and thawing affect its quality?

According to the USDA, your parents' method is safe:
If raw or cooked food is thawed in the refrigerator, it is safe to refreeze it without cooking or heating, although there may be a loss of quality due to the moisture lost through thawing. After cooking raw foods that were previously frozen, it is safe to freeze the cooked foods. And if previously cooked foods are thawed in the refrigerator, you may refreeze the unused portion. Do not refreeze any foods left outside the refrigerator longer than 2 hours. If you purchase previously frozen meat, poultry or fish at a retail store, you can refreeze if it has been handled properly.
As for food quality, unless the food is snap-frozen, water molecules will expand during the freezing process making the food 'mushier' after repeated thaw/freeze cycles. If they were hoping to make a seafood salad, the dish probably wouldn't look that appetising, if however lobster mornay was on the menu, they probably wouldn't notice much difference.
