I'm guessing these are snips of red, orange, green peppers? But then what's the white liquid?

If you follow the link (迷迭香) on the right side of the page to the review (https://www.openrice.com/zh/hongkong/review/%E8%BF%B7%E8%BF%AD%E9%A6%99-e2158116), you can scroll down and see the caption for it.

Drop the block of text into Google translate and you'll see that it's actually a green curry with green and red peppers. Not a traditional dish and the reviewer didn't seem to like it either.
