Using regular chocolate and milk, any ratio from 8:1 to 2:1 (the larger numbers refer to the liquid you use) is reasonable depending on how sweet and thick you want your hot chocolate. (And to what degree you want to taste the milk or the chocolate respectively.) With ready-to-use products, you should also check additional ingredients as these may influence your decision on how much powder you want to use. Some brands have a lot of extra sugar while others have less.
