I'm not sure why exactly you can't create tags, but myself, I would take the pragmatic approach here.

**If you genuinely think that the question is on topic, just tag it with anything (something appropriate if possible), leave a comment specifying your desired tags, and flag the question for moderator attention to have the tags replaced.**

Someone will come along soon enough and fix the tags, and in the meantime, you'll be able to get answers to your question.
